Hello, and welcome to my personal webpage.
I am an Associate Professor in the Department of Policy Analysis and Management at Cornell University. My research interests center on economic and policy issues in insurance markets, most notably the impact of government laws and regulations on insurance firms, consumers and markets. I have published many articles on rate regulation, consumer protection, and fraud in insurance markets, and I frequently speak on these topics in public policy venues.

I teamed up with James Guszca (University of Wisconsin and Deloitte Consulting) to offer a General Session on “Implications of Behavioral Economics for Actuarial Science” at the Casualty Actuarial Society’s In Focus seminar in Baltimore, October 2011. My article “Do State Cost Control Policies Reduce Medicaid Prescription Drug Spending?”, written with Kosali I. Simon and Julie Hudman, was named the Best Feature Article published in 2009 in Risk Management and Insurance Review. You can view the article here.
I was a keynote speaker at the first China International Conference on Insurance and Risk Management (CICIRM), which took place in Xi Ning China, July 2010.
